Updated Cell Phone Procedure SY2026-2027

As part of our ongoing commitment to the District's Strategic Educational Framework and our continuous efforts to strengthen instructional outcomes, Stafford Public Schools will implement updated expectations regarding student cell phone use and personal technology access beginning in the upcoming school year.

While cell phones themselves are not inherently problematic, the unrestricted access they provide to social media, messaging, games, and other digital distractions has been shown to have a significant impact on student attention, learning, social development, and overall well-being. Our goal is to create learning environments where students can fully engage with instruction, their peers, and the adults who support them each day.

To establish greater consistency, clarity, and focus across all schools, student cell phone use during designated instructional time will be restricted district-wide. Additionally, the previous provision allowing device use "at teacher discretion" will be removed to ensure clear and consistent expectations for all students.

Developmentally Appropriate Expectations

To ensure these guidelines align with students' developmental needs, expectations will be organized into three grade-level tiers:

Elementary School (Grades PreK-5)
Students may bring cell phones to school; however, all devices must remain powered off and securely stored in backpacks or lockers throughout the school day. Students may not carry or use cell phones during the school day.

Middle School (Grades 6-8)
Students may possess cell phones during the school day, but devices must remain silenced, out of sight, and unused during school hours. Failure to comply with these expectations may result in progressive disciplinary consequences in accordance with district procedures.

High School (Grades 9-12)
Students may carry cell phones during the school day; however, use will be limited to before 7:35 am, after 2:05 pm, during study hall, and during lunch. Cell phones may not be used during scheduled instructional periods, during passing times, and all devices must be silenced and stowed out of sight.

We recognize that successful implementation requires a strong partnership between schools and families. Over the coming months, the District will provide additional information and guidance to support students, parents, and staff through this transition. Updated expectations and procedures will be reflected in the Student and Parent Handbooks prior to the start of the school year.
